RAMAPHOSA’S CURIOUSLY TIMED LAND POLICY ANNOUNCEMENT: CAUSE FOR PANIC?
President Cyril Ramaphosa, in his capacity as President of the ANC, made an unexpected announcement late on Tuesday evening, at the conclusion of a two-day ANC ‘Lekgotla’ (planning meeting). Since a Lekgotla is an extended National Executive Committee (NEC) meeting but is not a formal ANC structure, it has no decision-making mandate. This makes the announcement all the more surprising. It was also highly unusual for the President of the party to make such a public announcement – this is a duty normally performed by the Secretary General. It was a pre-recorded message that was broadcast by both the public broadcaster, the SABC, and eNCA.
